Rick Suarez, President
Rick attended Florida Atlantic University where he obtained a Bachelor’s Degree in Electrical Engineering. Rick is also a University of Miami Alumni where he earned his Master’s in Business Administration and his Master’s in Industrial Engineering.
Rick began his career with Southern Bell in Florida in 1988. He has held various positions including Outside Plant Engineer, Planner, Construction Manager, Digital Loop Carrier Manager, Director of Engineering and Construction and General Manager. In 2003, Rick relocated to Atlanta to lead the Broadband Tier 1 and Tier 2 technical support centers for BellSouth. In July of 2007, Rick was assigned the role of VP- Network Services over AT&T’s East Region and moved his family to New Haven, Connecticut. Most recently, Rick and his family moved back to Atlanta to assume responsibility for Construction and Engineering in the Southeast.
As past Vice President of Construction and Engineering at AT&T, Southeast Rick was responsible for the planning, design and construction of wireline and wireless communication, data and video network for the AT&T Southeast Region.

Oscar J. Primelles, Chief Operating Officer
Oscar worked at BellSouth where he started as a technician and left as a Sr. V.P. Procurement and Logistics. Oscar also held positions as General Manager South Florida Operations, Vice President Planning and Engineering, Vice President Broadband and technical support and Vice President of Call Centers and Network Reliability.
Prior to joining MasTec in 2007 Oscar has held a number of operational and senior management positions with both MasTec and BellSouth. His most recent position at MasTec was Senior V.P. for Business Development where he was instrumental on developing business both nationally and abroad. Oscar has over 40 years of experience in the telecommunications industry and serves as nsoro MasTec’s Chief Operating Officer.
Oscar also served as a board member of the Quest Forum, an international telecommunications standards organization and a member of Clark Atlanta University’s Supply Chain Advisory Board.
John Foley, Chief Financial Officer
John graduated with Honors from Boston College and holds a Bachelor of Science degree in Finance. Throughout his career, he has been responsible for and held a variety of financial roles including: V.P of Accounting, V.P of Finance, Senior V.P Systems, Chief Financial Officer as well as Chief Information Officer. An experienced executive with more than 35 years of experience, John has an extensive track record working with multi-national conglomerates, restaurant chains and telecommunications companies. John Foley is nsoro MasTec’s Chief Financial Officer.
Darrell Mays, Founder
Darrell Mays is a graduate of Georgia State University with a degree in Business. Darrell worked for AT&T for 12 years beginning in 1985 and held various positions in the Network Operations, Engineering, Marketing and Sales organizations. In 1996, Darrell was hired by Ericsson Inc. as Sales Manager for a major account in the Southeastern region of the US. After holding the position of Services Director, Darrell was named Vice President of Business Development for Global Accounts. Darrell went on to Motorola as Vice President of Global Accounts in 2000 and in 2002 Darrell held the position of Vice President / General Manager of Wireless Products at PalmSource. Darrell began nsoro, LLC in 2003 as a turnkey services company.
